Whether backup files for this option are stored in the Drive app data folder.
This describes where files live, which is not the same question as which OAuth scopes are required: both AppDataFolder and AppDataFolderWithFallback store new backups in the app data folder, but only AppDataFolderWithFallback also reads the user-visible folder. The scopes each option requests are derived internally from requiredDriveScopes.
